And the Brazilian State has not empenahdo through its National Congress, or by the Senate and House of Representatives to address the extermination of innocent people without trial. Brazil as a signatory to the Rome Statute of the bows to the International Criminal Court and has the legal and moral obligation to arrest the criminals who make up the "court of the crime."
